Neighbours trampoline looking right into our house

another fair point, if you dont want neighbours dont buy a house with neighbours!
 
Any fence to the rear over 2m in height requires planning permission.

It's worth remembering that people, whether bouncing on a trampoline or whatever, generally have better things to do than stare at the neighbours.
The reference by the OP to the neighbour "leering" in was very odd to me.
 
Build a tall pergola with a trellis section at the back, that will block their view immediately and no worries about 20ft trees in a few years time. Also, lower maintenance than cutting back trees or shrubs every year.

Yeah, but one person's leer is another's glance, all very subjective. There's often history to these kinds of issues. I get on well with my neighbours, so every little thing they do going about their normal lives doesn't tend to offend me.
