Neighbours leaving rubbish in their garden

The house next door to mine is rented. The tenants have been leaving their rubbish in the back garden, at this stage about ten huge bin bags plus 2 overflowing wheely bins, the rubbish has been building up for more than 3 months. I have called round to the tenants twice and politely explained they can't leave rubbish in garden , health hazard etc. I have also phoned owner of house who said would sort it, didn't answer my last call.
What to do next? Could the council help?

perhaps the environmental section of the council might be able to help.....surely its littering?

Absolutely call the council - Health Hazard. Perhaps advise the PRTB about the difficulties you are having with the landlord ?
