Neighbour has leaking outdoor tap.

My neighbours have an outdoor leaking tap and it is pooling at our dividing wall. What can I do to rectify this? Can I call the council? What about Irish Water? I have not confronted my neighbours about this as their method of rectifing the problem is to wrap rags around the tap, but it hasn't stopped the flow and it is really flowing.....

You have not "confronted" your neighbour yet. Why do you need to confront anybody? Its a leaking tap not a gas leak. Any ordinary decent neighbour would most probably mention the problem to the person concerned.
The question is are you an ordinary decent neighbour?

Are you on speaking terms with your neighbour? You could try mentioning it to him/her.
