NCT Problem

Hi. I tried to book my NCT online but it tells me that its locked. Can anyone tell me why it would be locked?

This is the first NCT on my car & its due before the end of the month. I never received any letter or anything from the NCT so I said that I had better book it myself but the website online booking won't let me book it.

Can anyone help?
