Member of the National Consumer Agency State Board
Vacancies for Board members have arisen in the National Consumer Agency Board and the Minister for Jobs, Enterprise and Innovation is seeking expressions of interest from suitably qualified and experienced persons for appointment. While knowledge of consumer interests is a basic requirement for any interested candidate, the Agency would particularly benefit from the appointment of an educationalist (given the Agency’s statutory functions in the area of informing and educating consumers, not least in the areas of financial services).
Background
The National Consumer Agency (NCA) is a statutory body established by the Irish Government in May 2007 under the Consumer Protection Act, 2007. It aims to defend consumer interests and to embed a robust consumer culture in Ireland. In March 2010, the consumer financial services related information and education function previously under the responsibility of the Financial Regulator was transferred to the NCA, offering a one-stop shop service on consumer information and education issues in the Irish economy. The NCA is managed by a Chairperson and a Board.
Details of Appointment
The NCA will hold as many meetings as may be necessary for the effective performance of its functions. However, there are on average seven board meetings per annum. Remuneration of Board members, as well as travel and subsistence allowances in respect of journeys undertaken to attend meetings of the Board or to transact its business, is paid in line with Government guidelines. The current rate of remuneration for a Board member is €11,970 per annum. It should be noted that Board members may voluntarily waive their right to any remuneration. Board members will be required to devote as much time to duties on the Board as is necessary for the proper and efficient discharge of their duties, and to comply with the relevant provisions of the Code of Practice for the Governance of State Bodies. The Code of Practice for the Governance of State Bodies (click here) includes a description of the role and responsibilities of Directors.

The Minister is seeking people with the relevant skills and knowledge who would be prepared to contribute their skills and time. The ideal people would also have excellent interpersonal skills; be able to think strategically and creatively; be impartial and consider issues objectively; be financially literate; and be committed to the highest standards of integrity and governance.
