Moving company to Irealnd

Hi, my friend has a business running in Poland. However he is thinking of moving to Ireland permanently. I know he require PPS and register his business with CRO. and he has two options:

1. Moving the whole (existing) business from Poland to Ireland.
2. Setting up the business from the scratch here.

Are there any institutions (except CRO and Revenue) which can advise on moving company to Ireland from other EU country?

He should talk to Enterprise Ireland. While they won't be able to offer grant aid as it's a move within the EU they will be able to offer advice.
