Moved into appt in DL-Rathdown: no parking in cmplx, can only get disc if had one '07

I have just moved into an appartment Dunlaoire Rathdown area.

There is no parking in the complex and I had been told by the council that I could get a disc for on street parking.

Now they say it is only possible to get a disc if you allready had one pre 2007.

Is there anything that I can do?

Moved from Property investment to Cars & Motoring where all motoring issues are discussed.

Speak to one of your local Councillors. Surely if someone dies or stops driving their disc must become available. Rule seems very strange.
