Moved from UK to Ireland for good, but have been refused habitual residency???

Iv recently moved from the UK to Ireland (CO.Louth) to live here permenantly.Iv moved in with a friend and have bren looking for a job since I landed (Aug20th) I didnt organise a job before leaving as it was a rarther "spur of the moment",however, for the meantie Iv applied for benifits untill I land myself a job, but have been refused "habitual residence". Can anyone tell me why this is?
The UK is part of the EU (yes,even though we didnt use the euro) and Iv given proof that Im not just here for a visit but to stay and carve out a life for myself,so I cant understand why Iv been refused.
Iv an interview on tuesday with the local authourity so should I appeal my refusal to him?
Any help would be appreciated thanks!
 
I think the rules were changed to stop 'welfare tourism', in fairness how are SW to be sure that you've not decided to pop over here for 6 months to take advantage of our higher (for the time being) unemployment benefit? Were you on benefits in the UK? did you know you can transfer them to here (depending on what type of benefit it was)? if so that should be your first port of call.
 
This explains all. Why would you appeal refusal to local authority? Surely it's SW who dealt with your claim?
