Yesterday i got a quote from another company for fully comp thats even cheaper!! So am i within my rights to change over, and will i get a refund??

If you paid all the premium up front, you should get some refund; if you're paying by direct debit, you may not. Talk to your current insurers about the new offer, they may be able to match it and save all the hassle of switching.
