Mortgage reduction due to ECB rate cut

I read that for roughly every €100k in borrowed, a 0.25% ecb rate decrease should result in €15 decrease in interest. Is this correct?

My mortage is about €243k and with the Oct decrease, they refunded me €35; thus agreeing with the above statement. I have since requested that they reduce my monthly repayments accordingly. But my monthly repayment is now €135 lower than what I was paying prior to the Oct decrease. Should it nnot just be above €70 decrease as it was a 0.5% decrease in Oct and another 0.5% decrease in Nov.
I have about 21 years left in the mortgage.
 
It depends on the term of the interest and amount of capital outstanding. I still owe approx. 290 000 in capital. Each 0.25% drop = approx. 45 euro less on the mortgage.
