apologies if this query has allready been answered somewhere but I cant seem to spot it. During his budget day speech minister noonan said he would put in place a scheme to give a break to those who purchased their first home between 2004 and 2007. More recently he then introduced the actual finance bill with the same type of speech. I have looked at the revenue website but I cant see any mention of it so my query is this, have any actual measures or arrangements been announced as to how this will operate and if so where can one find them ?
