More Money Loss?

I was looking at the paper today and seen where this Govermnent of ours is to put its gready hands in our pockets again and take more money from us, by taking €200 every year from us for house services, such as ESB and whatnot. Can anyone clarify this to me as the paper did not give a detailed description of what and when this is going to happen. Thanks
