missing vesting certificate - property purchase of former leasehold house

My cousin is in the process of purchasing a former corporation house in Dublin 7. It used to be leasehold and a previous owner bought out the freehold, at which point they received a vesting certificate. However, this has been lost in the decades since. Does anyone know how long the Land Registry may take in a messy case like this one, when old documents, issued decades ago to somebody who isn't even the current owner, are no longer available? Is there a way of it being resolved?
 
Thank you! It just gets a bit more complicated and messy, as the previous owner (person before the current owner who is selling) received the cert - and would presumably need to apply for the duplicate, even though he is no longer the owner.
