Missing item from gift set

I purchased Sculpted by Aimee gift set online for my sister. When she opened it, it didn't not contain the Mascara. She used the rest of the products. Boots are saying they will not send a single product but need the whole thing returned in store.
Is there anything I can do?
I also cannot get to a Boots, I bought it online for convenience

I have several issues with boots online orders. items missing from orders etc. I once bought €90 worth of sun creams for holidays and received 3 cheap bottles of surgical spirits. I called the customer service and asked to speak to a manager, and get the resolution I requested. Push with them over the phone, they had requested me to go to store also and I advised this wasn't possible. we order online for a reason!
