Misleading newspaper headlines

Maybe i am wrong that one of the dailies this morning had a large headline on front page "Banks to get more powers to seize homes". I had understood this proposed legislation was to correct a loophole arising from a recent court decision and was only going to bring the law back to where it was prior to this judgment. While the headline strictly speaking was correct it gave the impression that the banks were getting new additional powers to evict people thereby creating anxiety whereas in my reading of the situation this is not the case unless something "new" is included in the legislation.
 
I thought all headlines were misleading?

It's a basic qualification to becoming an editor.
