minimum dry recycle charge per kilo scrapped

So the new minister has scrapped the proposed minimum charge per kilo for dry recycle waste. Does anyone know whether companies can still charge for this or is there an effective 0c/kilo for dry recycleables? Does the Proposed minimum charge/kilo for compost still stand or does the min charge for this recycleable material still stand?

I took it to mean there will be no charge for the green recycling bin but I could be wrong
