mental capacity to make enduring power of attorney

My father wants to put an Enduring Power of Attorney in place.

I know his doctor needs to verify mental capacity at the time of creating the EPA. How does this verification / assessment differ from an affidavit of testamentary capacity sworn by a medical practitioner at the time of execution of a will? Is it more/less stringent? Would it confuse matters if he sought to do a new will and an EPA at the same time?

My brother had to do an EPA this year, the medical assessment wasn't particularly stringent, just making sure that he still had mental capacity and knew what he was doing. I see no reason why will couldn't be done at the same time in fact it's probably prudent to do so.
