If a person has a tax liabilites going back more than four years can he offset them against medical expenses and insurance policies for those years?

You can offset medicial bills against your tax liability going back four tax years (2002-2005)
Medicial policies premiums for VHI, BUPA etc have been claimed at source for a number of years now.
