Medical card eligibility under 70's.

Would this couple be entitled to a medical card.
Married couple aged about 62 years not working. .
They own their principal home ..no mortgage.
They have a second home in need of a lot of repair...no mortgage ..no income . Approx. value €200k.
They have one income of €280.00 p/w. pension and about €300.00 p/w JSB. ( due to end soon)
They have total savings of approx. €60k.
Outgoings include heat/light/Vhi/property tax (x2) etc.
They will be digging into their savings soon.
Should they apply for a medical card or are they over the income limit.

Savings will be assessed as means.
The second property will be assessed on its capital value.
There is a disregard of €72,000 for a couple which can be applied to either the savings or the value of the property but not both.

It appears from the guidelines that the couple are over the income limit for both the medical card and the GP visit card.
