I was in Madrid in November 2 years ago, and my parents have been since, we both went to Finca de Susanna

Its great, really inexpensive, around 6 euro for starter and 6 for mains, but I think its only open at lunch - go early!
Also, the tapas are great in Madrid, I can highly recommend the Albur tapas bar and restaurant on Manuela Malasana (there are also lots of other restaurants and bars on this street.
For the best value, order a beer at the bar (the local beer is great, can't remember the name of it, think it begins with an M though) and for each beer, you'll get a free portion of tapas. Have 2 or 3 beers, and then head for a table, you'll find that the starters aren't really staters like here, they're more light meals, so if you're not too hungry, just have a starter after your tapas, and if you're starving just have tapas and a main, as tapas starter and main will be way too much.
Have a great trip! Try and take in the Palais Real.
