LPT: House purchased with contents. Use net valuation?

If someone bought their house recently and the entire contents of the house were included would it be in order to subtract a sum say 5000 from the purchase price for lpt purposes?

Example : house and contents purchased for 203000. This figure appears on new property price register.

Would it be in order to say value the house only at 198000? Thereby placing property in a lower band.
 

Sounds reasonable to me. To be on the safe side you could do a quick tot of the values so you have it to hand if there is ever a query.
 
The figure on the property price register is the amount on which stamp duty was paid - i.e. the amount after contents had been deducted.

To do as you suggest would mean deducting the value of contents twice.
