What qualifications do you need to be a public loss assessor and can i appoint someone who is not a loss assessor ( My Builder) to act and agree the scope of works and price on my behalf as i trust him to do the works and give keys and alarm codes to
 
To be honest appoint a proper one. If you were an insurance company and you saw a builder trying to assess then the immediate thought would be they are fluffing up the cost to create more work for themselves.

I used an assessor last year for a water damage claim from burst pipes, he did a great job and made sure I wasnt left short by the insurance company.

On the basis of the qualifications of many loss assessors, you do not need any qualifications whatsoever to be an Insurance Loss Assessor. You would be amazed how many regulated insurance loss assessors have no insurance or building professional qualifications. To be balanced, many Loss Adjusters also fit into this category. What you do need though, is to be regulated by the financial regulator. It is illegal to act as an insurance loss assessor unless without being regulated and to do so, is a criminal act.

If your builder merely provides you with a quotation for the repair to your home, forward this quote to your insurers and when quantum is agreed, let him do the work. There should be no issue at all with this.
