Looking for investments..little help

i'm looking for an ongoing secure investment over the long term 20 year period making monthly deposits of e1000 or more
this can be done if its worth it to the us .
To an etrade broker account i have there or if available to an investment in ireland taking into account exchange rates and bank transfer fees .i have been informed that you can get up to 16% per annum ..
i have heard about dollor cost averaging ,mutual funds .stocks.
can anyone help with more specifc advice ? to go to other market or remain in ireland and where to start?
