Does anyone know is it generally cheaper to pre book the hop on hop off tours of london online... Looking for the cheapest option?

I don't think so, in fact you may find better offers when you're there. If you want to get an oyster card as a visitor you do need to order that in advanceand they'll send it to you, very handy if you're there a good few days and going to be using a lot of public transport

You can get the Oyster card at any of the Airports on arrival. I think some of the undergrounds sell them as well. We did the hop-on-hop-off bus in Feb this year and haggled the price. I don't think haggling will be an option in the peak season.
