Living on a top floor flat and people using the flat roof above as a "garden"

A "friend on mine" has a problem. They live on the top floor of a block of flats and above them is one of those flat roofs that is covered by type of vulcanised rubber covering and bound by a three foot wall (covered on the inside with the same.

Now although my friend is on the top floor to front elevation steps back and goes up another two floors. One of the flats above uses the roof space as a garden and even lets their kid (sometimes with an adult) play football on the roof. The roof is obviously not designed for this and there is also no sound insulation.

My friend has gone up to ask them to stop before but to no avail.

What should my friend do?
 
Contact the management company, letting them know what is going on and ask them if their insurance covers ball games being played on the roof. Correspond by letter or e-mail so that there is a record showing that they know what is going on. He could also cc the insurance company.
