Litter & cigarette butts from balconies

Any one know can the liter legislation be applied within private property ie where tenants etc throw cigarette butts from baclonies onto communal grounds?

There is a clear pattern where the ground below predominantly rented apartments is black ( should I say orange ) with butts!

There's probably a condition about not littering in the apartment lease that the landlord signed.

Get the management company's agents complain to the tenant's landlord.

He should then give a warning to his tenants.
