Limiting kids access.

I'm just about to upgrade my PC. I'm coming under increasing pressure from the kids to allow them on the Net. From talking to friends and people in work, the older they get, the worse it becomes and the more time they want to spend online.

I want to set down a marker and lay down the groundrules before I upgrade, as I suspect that WW3 will erupt if I try and change the rules at a later date.

Is there any programme (free hopefully) that will allow me to give a specific peerson access for say a maximum of one hour per day and then for the computer to log them off when that time is used up.

We are just starting on MSN and now want to join something called Club Penguin. I understand that when they graduate to BEBO I will have to put in a request, about a week in advance, before I'm allowed near my computer.

Any help/advice appreciated.
