not sure about this particular model, but in my experience the cheaper DVD players usually ARE reigon free. It costs manufacturers to encode DVD players to be specifically region 1 or 2 or whatever, so the cheap ones that you pick up for 30 or 40 euros generally are made at a very low cost and will not be region specific.
If they're not region free out of the box then there's usually some hack (often a particular combination of remote control key presses) to make them so. If you can't find the hack for your particular make/model (especially for generic cheapo makes/models) then you might need to open it up and see what chipset is used and see if you can find a chipset specific hack.
