Legal position of one who breaches Court Order: Criminal Offence? Leaving Juristion?

My ex-partner has married an American citizen and has been recently granted a green card and has emigrated to the US.

Access and maintenance orders are in place regarding our son, but his father has left without negotiating new access arrangements and without putting arrangements in place to pay maintenance.

I'm wondering if the breach of a Court Order is a criminal offence and if I can pursue the matter with US immigration on that basis should he fail to reinstate maintenance? Given that an instruction from the Courts here will have no effect outside the jurisdiction.

I'm thinking that approaching the US authorities may be the only option.

If someone could help me with the legal position of someone who breaches Court Orders in this way I'd really appreciate it.
