leak in rad, can it be repaired

Hi,

One of our rads started leaking the other day. Thought it was under the floor, but on looking further, I noticed the paint on the inside wall facing face of the RAD was bubling. When i touched it, it burst and water dribbled out, so it looks like the rad has developed a slow leak,

Just wondering if this can be repaired ? Also, the rad is fairly new (house is only 6 years old), so how would this have happened ?
