My research is telling me that someone retiring to Ireland having lived abroad for many years is exempt from Lifetime Community Rating when the purchase Health Insurance, is this correct?
Lifetime community rating is a system whereby the premium that individuals pay for health insurance rises with the age they enter the private health insurance market, but does not vary in relation to their current age.

I am moving to Ireland from abroad. Will I have to pay a Lifetime Community Rating loading?
If you buy health insurance within nine months of becoming resident in Ireland, you won’t have to pay a Lifetime Community Rating loading. If you don’t buy health insurance within nine months and you are aged 35 or above, you will have to pay a Lifetime Community Rating loading.
