I think its all there! The words "Law of.." refer to the next law.

Las Vegas Law: Never be on a loser because you think his luck is bound to change. Law of
Probable Dispersal:Whatever hits the fan will not be evenly distributed.

Should read....

Law of Probable Dispersal: Whatever hits the fan will not be evenly distributed.
