Has anyone any advice to lower late filling fees for B1 and CT1 returns?

With regard to the B1, you'll just have to pay the fine. There are no mitigating circumstances as far as the CRO is concerned, and you can hardly blame them considering the blitz of publicity over the past couple of years about Annual Return Dates and their significance.

CT1? I would file as normal and wait for an assesment of arrears.

What if you cease business, can they still come looking for arrears or do they have any "easypayment options"

Like I say, no mitigating circumstances. The CRO doesn't care if you ceased business or never actually traded -- as long as the company is on the register you must file an annual return on time.

With regard to easypayment, I'd go in there and ask. Or call them on the phone and chance your arm.

But if the company ceases trading who do they come after

You will remember you gave the home addresses of your directors when you incorporated the company! Perhaps you have moved, but you wouldn't be too hard to find, I'd imagine. The sheriff can be very resourceful!
