Laser/Credit Card issue in Superquinn

Hi
I've got a quick query in relation to the above. In the express self service checkouts in superquinn if you pay by laser/credit card there is no requirement to enter a pin number to verify that you own the card-even with a chipped card, all you have to do is swipe the card- is this legal?
Anybody could swipe any card

Not sure how prevalent it is but I have done the same in Tesco and at some Tesco ( perhaps all ? ) filling stations you can pay at the pump by inserting your card in the slot at the pump, no PIN needed.

I bought something in my local Centra recently with my still non Chip & PIN PTSB Laser card and no signature was required (and obviously no PIN)!
