landscape work in France

We have purchased a small property in France & have recieved some quotations to landscape our garden & drive-in. They are quoting us with TVA (local VAT tax) at a rate of 19.6%. It is on the grounds of a house built in 1970 but totally renovated. i have been advised that we should only be paying tax at a rate of 5.5%....can anybody out there explain & verify what we should be paying?

It depends what work you want done. Generally, its 5.5% for upgrading of existing structures (like painting), and 19.6% for new construction (like new garage).
