land registry fee for affordable housing apt

Ive recently provisonally booked a 2 bed apt with the affordable housing initiative..so am tryin to get my head around all the financial jargon. Re: the land registry fee do i pay the fee based on the market value or the price im paying,as theres a difference of €125 in both i.e. i pay €245k, registry fee is €375 but if it goes by market value €345k, i pay €500. Also, is the land registry different in apts,probably a silly question but theres 2 apts above and 1 below, so do we all pay the same?

It is a flat fee as far as I know-it does not depend on the price paid or value.
