Land in Turkey to build on

Hi,
I have been offered a plot of land to buy near the new Nick Faldo Golf resort in Turkey for £20000 and it is ment to have full planning on it for 2 & 3 bed houses i was wondering if this is the right option for greatest returns, buy property and develop in Turkey.
Any advice would be appreciated

What are similar plots going for on the open market over there - with and without PP?
