Kicking the can down the road......waste charges

Just seen this article and am scratching my head after the major public disquiet over the introduction of pay by weight charges last June (from July 1st). What exactly is being done and by whom in Government in regard to this topic?
Is the Government just sleep walking along till June 2017 when the 1 year extension falls away?

Well, little or nothing appears to happening at government level! Meanwhile, in this, rural, area, waste collectors are requiring customers to register by year's end, after which their labels will be withdrawn and payment will be by weight with a, yet to be determined, standing charge. This standing charge, according to the waste collector, will ensure that waste collectors continue to collect in those areas that might otherwise be uneconomic.
