Keeping old number with Eircom- tenant left and landlord wants tenant's number

Had a tenant at property and asked Eircom if I could request old number-as tenant was moving abroad. They agreed and said i must ask for change, when account set up in my name. When I requested, they then said not possible- as number transfer is at their discretion!

Any advice?
