In fairness to Gormley, he wasn't in power when most of those decisions were made and planning decisions for the most part are made by local councils and An Bord Pleannala. They are the ones who should be held accountable for what has happened. Not their fault it rained, but water has to go somewhere
Take Carlow, where I live. Appartments were built, near the river and are always shown on the telly when it floods there. However, it has always flooded there so why on earth did the council grant planning permission? The impact is that more of the town gets flooded as a result of the building
Some serious local govt reform is needed around the country.
