Jobseekers Allowance & Savings

I've a friend who recently finished college and to date has had no luck in finding a job. they have around €5000 in savings, from casual summer work etc throughout college years. if applying for jobseekers allowance would this savings be taken into account as means?

I have checked FOi section of welfare.ie and I'm not sure if it is disregarded as it is under €20000 or is assesed as capital?
 
Forgot to mention that this person is living in family home under 25 but based on calculation of benefit and privelage would qualify for full rate allowance as parents only income is pensions.
