job seekers benefit & home carer's credit

Would I be right in saying that if you are currently drawing the jobseekers benefit (while actively looking for fulltime work), but while staying at home to mind the kids - your husband can't claim the home carer's credit on your behalf ? Is it only if you're not on the dole that he gets it ?
