iTunes vouchers are a great present. I've given and received than as gifts and always appreciate them.
You can buy them on iTunes and e-mail them to the recipient, which is a good idea if your sisters living in France.
I myself got a €20 voucher as a gift recently and purchased an app for my iPad, that is basically a 2hr tutorial for my new DSLR camera.
So yes, in my opinion, iTunes vouchers are a great gift.
