Issuing Shares

Co A has one shareholder who owns 100 €1 ordinary shares. Intention is for his wife to own 50% of company. Authorised share capital is a million.

Is the simplest solution to file M2 Form at CRO, followed by issuing 100 shares to spouse on B5 Form. Am I missing something?
