Is this sharp practice? Ulster Bank Question

When the Ulster Bank introduced free banking they made a change where by debits transactions are now processed before credit transactions. This action greatly increases the chance of debits bouncing despite credits appearing in the same days batch run.
It never used to be like this. I'm surprised that a bank can give priority to debits over credits in this fashion.
Does anyone else know of banks acting in this fashion.

Do you think it fair?. I wonder does the banking regulator know.
 
It seems bizarre. I thought it was standard practise with financial institutions to process credits ahead of debits. Any system I've been involved with has operated on that basis.
 
Its one of those sly changes. As banks offer free banking they must make the money lost back some other way. I'm surprised that this one is considered legit.
 
Its not a "sly" change. Ulster Bank wrote to all its customers outlining that they were changing their procedures last year.
