Is there a minimum age for taking driver theory test?

Hi all,
My eldest will be 16 this coming year, she wants to learn to drive and pass her test asap. She has a small car that she practices in on private land. Her plan is to pass her theory whilst 16, then as soon as she reaches 17 take driving lessons with qualified instructor and apply for test.
Any advice on time scales and if what she wants is really feasible.

I passed my test in the UK within 4 weeks of my 17th birthday (more years ago than I care to remember!!) and she seems to think that she will be able to do the same (obviously if she is competent enough).
ps What is the going rate for instructor driing lessons atm, (I paid £8.50 ph!!)

She booked to take her test 2 weeks after her 16th birthday - I said she was keen didn't I?
Our test centre is pretty local too and at €36.50 not a bad price.
