Health Insurance Is tax relief at source on medical premiums now at 19%?

I got a message from my heath insurance provider saying:

Also, Revenue have confirmed the Tax Relief at Source rate will reduce from 20% to 19%

Is this correct? I don’t see anything about it on the Revenue website or on a Google search which states 20%.

I was referring to the speed of Revenue's updates, given the slowness of fixing Form 11 issues reported here over the last few months, but I guess I digress.
