Is Stamp Duty based on 25% of new house price

I am not a first time buyer. If I buy a new house over 125 sq. meters, do I avoid stamp duty if 25% of the house price is under €127,000 e.g. new house cost €500,000 25% = €125,000 which is under €127,000, so no stamp duty - is this still the case, as this Revenue link makes no mention of this 25% formula on new houses for non first time buyers http://www.revenue.ie/en/tax/stamp-duty/residential-rates.html
 
If the area of the house or flat is greater than 125 sq. metres (1,346 sq.feet), some stamp duty is payable. The stamp duty is assessed on either the cost of the site or 25% of the costof the site plus the building costs (less VAT), whichever is the greater figure. This figure is called as the Notional Reduced Consideration.

You say some stamp duty is payable if house is over 125 sq mtrs. I dont see how this can be the case. If the 25% formula is still allowed by leglisation, then no stamp duty is payable on new house under €500,000. In your opinion, how much stamp duty is payable on new house for €500,000. What I am trying to find out -is the 25% formula on new houses for non first time buyers still allowed in the legislation. The Revenue link makes no mention of it, nor does this MyHome link [broken link removed] , but this Daft link indicates that the 25% formula is still applying [broken link removed]
Can anyone clarify if the 25% formula is still applying.
 
From Revenue:

'New large houses/apartments without a floor area compliance certificate
Section 92 of the Stamp Duties Consolidation Act 1999 provides for a relief from stamp duty for owner-occupiers of new houses/apartments. The stamp duty is charged on the site value or one quarter of the total value of the property (less VAT) whichever is the greater.
The relief will only apply where the floor area of the house is greater than 125 sq. m. and is so certified by a qualified architect, engineer or surveyor, as set down in regulations (Housing (Floor Area Compliance Certificate Inspection) Regulations, 2004 (SI 128/04)) made by the Minister for the Environment, Heritage and Local Government. '

If the site value or quarter of the total value, whichever is greater, is less than 125000, no stamp duty applies.

Thanks for clarifying that the 25% formula is still applying on new houses over 125 sq mtrs for non first time buyers. Can you post a link for that Revenue source
Can anyone clarify how much stamp duty is payable by non FTB on new house over 125 sq mtrs, costing €800k excl VAT, is it 1 or 2 -

1. 800k @ 25% = 200k @ 7% = stamp duty 14k

2. 800k @ 25% = 200k. First 125k @ nil%. 75k @ 7% = stamp duty 5250
