Is laminate flooring very noisy upstairs?

I am planning on putting down acoustic underlay under 12mm laminate upstairs. There existing flooring is really knotty wood. I want to improve insulation and reduce noise form upstairs to downstairs.

I cannot stand carpet as i suffer from sinus infections and carpet irritates this.

Would semi solid or engineered flooring produce less noise?

You should get a structural engineer to examine the floor beforehand.
Where you are adding weight to an upper floor, you need to check that its able to bear this.
