Is it normal to require a survey for a 3 year old house?

I would say yes, it is. You never know what may have been on the snag list after it was built. Unless it's covered by an independent homebond guarantee (or something - I've no idea how those things work), then definitely get a survey. If you have no other backup, such as a guarantee, and are only going on a feeling that there can't be anything wrong with it solely because it's only 3 years old, then definitely get a survey (in case I hadn't mentioned:)

Buying a property of any age without a full structural survey is tantamount to madness.
